7.1 CA Distinguished Schools / Model Continuation High School Recognition

Superintendent CJ Cammack celebrated the six FUSD elementary schools – Weibel, Forest Park, Chadbourne, Azevada, Warm Springs, Mission Valley – that were honored by the CDE and the State Superintendent of Schools as 2023 Distinguished Schools. COIL was also honored.

He also shared that Robertson High School was recognized as a Model Continuation School - one of only 37 schools in the state to receive this designation, and congratulated the Robertson community, staff, and students.

7.2 Superintendent Report

Superintendent CJ Cammack thanked Brookvale and Brier for hosting him for a visit this week. He enjoyed the SURFBoardE District Representatives Conference event this week, and their student forum last week. He also enjoyed attending and reading at Glenmoor’s reading night last week. On March 29, the City of Fremont is hosting a Spring Into STEAM event that will showcase FUSD’s winning 5th grade science fair projects. He also thanked FEF for hosting its Gala in February.

7.3 Student Member Report

Student Member Sissi Zhang reported school-specific updates. SURFBoardE hosted its open forum on March 1 and the District Representatives Conference event on March 6, she thanked everyone - including staff and trustees - who attended.

8.1 Consent Calendar

The Board passed all Consent items unanimously, with discussion on item 12.4 Memorandum of Understanding (MOU) between Fremont Unified School District (FUSD) and Fremont Unified District Teachers Association (FUDTA) for Extended Day Kindergarten.

15.1 Receive the Fremont Adult and Continuing Education State of the School Presentation

Principal Heidi McFadden and Assistant Principals Jacki Sprague, Ed.D. and Amy Perez presented the Fremont Adult and Continuing Education State of the School Presentation with an overview of current funding resources, new FACE programs, and a brief snapshot of some student achievement data.

Fremont Adult and Continuing Education (FACE) serves over 2,200 adult students in multiple programs in a typical school year. FACE is committed to student success and community enrichment by providing accessible, equitable and innovative quality education and services to adult learners. FACE fosters student growth through college pathways, job training, career advancement skills and lifelong learning opportunities.

No action was taken, this was an informational item.

15.3 Request for Student-Led Mural at Fremont Unified School District Building

Students from Mission San Jose and Irvington high schools proposed a project to emphasize the importance of arts education for FUSD’s students. The project consists of students building a mural of tiles, each one featuring the artwork of a student from each school in the district, which will be placed at the district office.

The students, in collaboration with the District's Elementary Director, Ms. Sehrt, will work on a district wide competition, where students from each school will be asked to submit their art. The best artwork from each school will be selected to be featured on the mural. This project will not only showcase the artistic talents of the students but also serve as a reminder of the importance of arts education in our district.

The Board unanimously approved the request for a student-led mural to be placed at the District Office.

15.2 Second Interim Budget Report for 2022-23

Director of Budget, Audit and Attendance James Arcala presented the Second Interim 2022-23.

The attached budget analysis shows the detailed explanation of the changes from the 1st Interim Budget to the 2nd Interim Budget.

A multi-year budget projection (MYP) was prepared to determine that the District will be able to meet its financial commitments for the two projected years. Overall, our assigned ending fund balance and reserves in Fund 01 (General Fund) and Fund 17 (Special Reserves) combined are projected at 7.9%, 7.5% and 7.0% in the current and subsequent two years, respectively.

The Board unanimously certified the 2022-23 Second Interim Report with a “Positive Certification,” certifying that, based upon current projections, and current assumptions, the District will meet its financial obligations for the current fiscal year and subsequent two fiscal years.

15.4 Approve the Staff-Recommended Textbook Adoption for Health

Director of Curriculum & Instruction Corey Brown presented on the Health Book Adoption 2023.

Health Curriculum, High School: Per the 2019 adoption of the Health Education Framework, FUSD's current curriculum is not aligned with the new Framework. Lifetime Health (2004) by Holt is the approved text for high school Health classes. In 2014, the board approved additional Chromebooks for Health classes so that outdated information could be supplemented using online resources.

Health is currently taught as a one-semester course primarily for 9th-grade students. The adoption committee reviewed four (4) textbooks for consideration. After review, the committee of FUSD Health Teachers has selected ETR Healthsmart for consideration. Digital teacher and student resources will allow flexibility for lesson planning and instruction and will integrate into current FUSD systems such as Google Suite and Clever. In addition, the committee recommends print copies of all teacher editions and a class set of student materials.

Materials have been available to view in person in the Curriculum and Instruction Department since February 1, 2023. Community and staff members could also review the curriculum virtually and offer feedback via a Google Form through March 1, 2023.

There are two units that are covered under California Health, Puberty, and Sexual Education (CHPSE) Lessons that are part of the ETR Healthsmart text resources which are not being recommended for use. The current "Three R's Curriculum" (Rights, Responsibility, Respect) covers these topics under the California Healthy Youth Act (2016). Also, as outlined in our Board policy, families can opt students out of these sections.

The Board unanimously approved the staff-recommended textbook for Health.

15.7 Adopt Resolution 030-2223 to Decrease the Number of Classified Employees Due to Lack of Work and/or Lack of Funds

Education Code sections 45114, 45117, 45298 and 45308 permit the Governing Board to reduce or discontinue classified services and terminate the employment of affected classified employees not later than the beginning of the following school year due to lack of work and/or lack of funds.

Due to lack of work and/or lack of funds, Resolution 030-2223 Decrease Number of Classified Employees would reduce or eliminate the classified positions as outlined at the end of the 2022-2023 school year, pursuant to Education Code Section 45117.

The District met with CSEA to review the layoffs on February 16, 2023.

The Board voted unanimously to reject Resolution Number 030-2223 to decrease the number of classified positions due to lack of work and/or lack of funds and to initiate a reduction in classified employee services pursuant to Education Code sections 45114, 45117, 45298 and 45308; this action will result in current staffing levels being maintained.

15.8 Adopt Resolution No. 031-2223 to Reduce or Discontinue Certificated Administrative Services Due to a Lack of Work and/or Lack of Funds

Education Code section 44955 permits the Governing Board to reduce or discontinue particular kinds of services not later than the beginning of the following school year due to lack of work and/or lack of funds. The Governing Board of the Fremont Unified School District ("District") has determined that it shall be necessary to reduce or discontinue the certificated administrative services of the District as described herein no later than the beginning of the 2023-2024 school year due to a lack of work and/or lack of funds.

Due to lack of work and/or lack of funds, it shall be necessary at the end of the 2022-2023 school year to reduce or discontinue the administrative services as outlined in the attached resolution, pursuant to Education Code Section 44955.

The Board unanimously approved Resolution Number No. 031-2223, Resolution to Reduce or Discontinue Certificated Administrative Services Due to Lack of Work and/or Lack of Funds to initiate a reduction pursuant to Education Code Section 44955.
