Board President Vivek Prasad participated in Closed Session remotely from Tokyo, Japan, and was absent from all other votes.


2.1 Approval of the Board Agenda

The Board voted 4-0 to approve the agenda with a staff-requested amendment to agenda item 16.1 2022-23 Unaudited Actuals Financial Report with an updated value as stated on page 100.

6.1 Report on Action taken in Closed Session

The Board unanimously approved the appointment of Bryan Bassette, Assistant Principal at Centerville Middle School.

7.1 Superintendent Report

Superintendent CJ Cammack thanked everyone who attended the ribbon cuttings at Centerville, Hopkins and Thornton middle schools last week, and the many students, staff, community members and organizations that made the successful conversions of all five middle schools in Fremont Unified possible, including the Fremont voters who supported the Measure E Bond in 2014 to repair and improve school facilities. This is the first week of extended day kindergarten schedules. Superintendent Cammack asked community members to save the dates for October 16 & 18 when he and Associate Superintendent Daniel Hillman will present updates on school finances, enrollment and facilities.

7.2 Student Member Report

Student Member Ananya Balaji shared updates from schools, including reported concerns from Irvington High School about a new tardy policy.

14.1 American High School Showcase

Principal Megan Barrington presented the American High School Spotlight. Trustees praised Principal Barrington and her site for the great work being done to support each student at the school, which is the largest in the District.

This was the first of these presentations, which were outlined at the March 22, 2023 Board of Education meeting, when the Fremont Unified School District's Board approved the creation of a new school spotlight to showcase its respective work while reflecting the perspectives of students, staff, and families. At meetings between September and May, one school will present to the Board a brief presentation highlighting the school's accomplishments, areas of focus, unique characteristics, student perspective, and parent/guardian and community perspective.

16.1 Approve the 2022-23 Unaudited Actual Financial Report and Resolutions 010-2324 and 011-2324 to Commit Funds

Director of Accounting Services Robert Pascual presented the 2022-23 Unaudited Actual Financial Report Presentation.

Education Code 42100(a) states that on or before September 15, the governing board of each school district shall approve, in a format prescribed by the Superintendent of Public Instruction, an annual statement of all receipts and expenditures of the district for the preceding fiscal year and shall file the statement, along with the statement received pursuant to subdivision (b), with the County Superintendent of Schools.

The District manages multiple "funds" inclusive of the General Fund, Adult Education, Child Development, Child Nutrition, Building Fund, and other funds. The main fund is the General Fund which is reported as Unrestricted and Restricted. Unrestricted funds are for general education purposes and Restricted are categorical funds for specific purposes.

The District's Unrestricted General Fund ending balance for FY 2022-23 is $43.8 million. The Unrestricted General Fund ending fund balance has a positive variance of $20.6 million from Estimated Actuals, see pages 13, 14, and 36.

The District's Restricted General Fund ending fund balance for FY 2022-23 year is $67.3 million. This is restricted categorical carryover for Federal, State, and Local programs. The Restricted General Fund ending fund balance has a positive variance of $19.4 million from Estimated Actuals, see pages 40, 44, and 46.

All other funds were balanced and ended with reasonable estimations.

The Board voted 4-0 to approve the 2022-23 Unaudited Actual Financial Report, and Resolution 010-2324 Commitment of Funds and Resolution 011-2324 Commitment of Funds for committing funds in FY 2022-23 and FY 2023-24.
