School Counseling
School Counselors are trained to develop a program that is comprehensive, developmental, and preventive. The program focuses on services that address the academic, personal/social, and college/career development of our students.

Mrs. Tsang is available on Mon/Tues/Thurs/Fri: 7:30am to 3pm, Wed: 7:30am to 4pm with the exception of holidays and breaks.

My name is Angela Tsang and I am excited to serve as the School Counselor for Parkmont Elementary School! About myself, I have 10+ years of experience as a School Counselor along with 10+ years working in the non-profit sector. I received my undergraduate degree from Barnard College/Columbia University and my master's degree from California State University East Bay. I look forward to getting to know your children and collaborating together to support their learning/development at Parkmont.

What Services does a Elementary School Counselor Provide?
All professional school counselors are trained to provide these services in a variety of efficient and effective methods, including:
Classroom Curriculum
- Classroom lessons focused on character education, academic/personal/social learning, and college/career exploration
- Teacher support
- School-wide campaigns/initiatives
Individual Student Planning
- Short and long-term goal setting
- Consult with parents and teachers regarding academic issues
- School transitions
Responsive Services
- Individual and small group counseling
- Please note that Mrs. Tsang does NOT provide long-term therapy and typically meet with a student no more than 8 continuous times over a school year. For ongoing and serious mental health needs, Mrs. Tsang is happy to work with a student and their families to refer them to outside providers.

Children may face difficulties, which can prevent them from doing their best in school. These difficulties can include school adjustment issues, stress, family change, grief, fears, or difficulties with relationships. Having support through difficult times can be essential to a child’s educational success. Please let me know if there is a situation in which I may be of help. I look forward to working with all of the students at Parkmont.
The Counselor/Student Relationship:
Students are informed that if they would like to meet with me, they can request a meeting through a Counseling Self-Referral form located in the front office. If I meet with a student a few times, I will inform students that I might contact the parents if there are safety concerns or if I recommend additional adult support. If I would like to include a student in a group, I will be sure to notify the parents and/or guardians in order to get consent to work with your child.
An important part of the counselor and student relationship is trust. One of the ways counselors build a trusting relationship with students is through confidentiality. I talk to students at the beginning of the year about keeping information confidential. I share with students that I will try to keep the information they share with me confidential, but there are times when I will need to share with other adults what the student has shared with me.
I tell the students I will break confidentiality if they are going to hurt themselves or someone else, if someone is hurting them, or if we decide it is important for us to share the information with another adult. I do share with students that problem-solving is a collaborative effort and there will be times we will want to include their parents or teachers in our work.
Please note that all school staff are mandated reporters are required, by law, to report all known or suspected cases of child abuse or neglect. It is not the job of the mandated reporter to determine whether the allegations are valid. If child abuse or neglect is reasonably suspected or if a pupil shares information with a mandated reporter leading him/her to believe abuse or neglect has taken place, the report must be made. Mental Health Resources:
1. The Community Counseling Clinic (CCC) at California State University, East Bay offers free online therapy, support groups, and community referrals. 2.For families on Medi-Cal seeking mental health services, please the ACCESS Line at 1-800-491-9099. The Alameda County Behavioral Health Care Services’ (ACBHCS) ACCESS Program is the system wide point of contact for information, screening and referrals for mental health and substance use services and treatment for Alameda County residents.

1. Tri-City Health Center bach.health/Tri-City Health Center offers medical, dental, and vision services, as well as specialty services such as acupuncture, chiropractic care, and podiatry. We aim to serve all patients, regardless of their ability to pay. Aside from offering medical services, TCHC also offers free enrollment assistance for a variety of public assistance programs, such as Medi-Cal, Covered California, CalFresh, and HealthPAC. Eden I & R, Inc., was incorporated as a non-profit 501(c)(3) agency in January 1976 in response to a community need for a service that would assist people in obtaining information about, as well as gaining access to, community resources. Our skilled information management and referral specialists provide a critical information bridge between individuals in need and human service agencies. Please call 211 to get referrals and information on community resources in Alameda county.
2. Fremont Family Resource Center (FRC)
Centrally located in the Hub, the FRC houses over 25 State, County, City and non-profit agencies providing a variety of integrated services. Please call (510) 574-2000 to get connected with case managers who can work with you to get you connected with important resources in the community. Spanish case managers are available.
3.City of Fremont's Parks and Recreation: they offer a wide-range of afterschool and summer activities for children residing in the Fremont area. 4. FACE (Fremont Adult and Continuing Education) offers a variety of free or low-cost academic classes for adults residing in the Fremont area. These classes include English as a Second Language (ESL), Citizenship, High School Diploma/G.E.D., Basic Education (ABE), and Adults with Disabilities (AWD) Classes. Some
co-sponsored courses, such as with Ohlone college, are FREE as well. Community Education, Career Technical and other specialty classes require a fee for participation.

Our 24-hour Parent Support & Resource Hotline provides free and confidential counseling, information to anyone in need of parenting support and access to nearly 900 community resources from our vast database. You have access to caring treatment specialists for one-time anonymous calls or regular callbacks to support you with your particular parenting or family concerns, refer you to Family Paths’ services, or provide other Alameda County resources.
2. Hume Center’s South Asian Community Health Program offers FREE parent support groups/workshops in languages such as Farsi, Hindi, Nepali, Punjabi, Kannada, and Telugu. Here is a link to get more information.
3. Divorce Care for Kids: provides an online directory of Bay Area divorce support group for children. A DivorceCare for Kids (DC4K) group is a safe, fun place where your children can learn skills that will help them heal. DC4K groups blend, games, music, stories, videos, and discussion to help kids process the divorce and move forward. Also provides a directory of articles with parenting advice and strategies.
4. Understood.org is a new, free online resource (in English and Spanish) that is aimed at providing families with the practical tools and advice for their child’s academic, social, and emotional journey and especially for children struggling with learning and/or attention issues.
5. Gender Spectrum is an organization that provides a variety of free online spaces for LGBTQ, gender-inclusive, and non-binary communities. They also offer resources and parenting support in Spanish.
6. Autism Speaks: National organization that provides information, parenting advice, and online spaces for supporting the needs of individuals with autism.
7. Parenting Cue Cards provides practical strategies and recommendations for how to deal with challenging parental situations ranging from discipline, dishonesty, attitude and defiance, managing screen time, getting along with siblings, and other hot-button issues. Developed by Yale University's Center for Emotional Intelligence and Great Schools.

FCSN provides a range of services from respite care, family support programs, adult services, children's services like afterschool care, summer programs, and other supports. 1. Fremont Rental Assistance Program: The City of Fremont Human Services Department is excited to announce that a new rental assistance program will be launching on April 1, 2021. The focus will be on helping renters pay past due rent and future rents, get caught up with utility bills, and to help landlords who are owed rents. 2. California COVID-19 Response: created by the CA government to create a centralized website to find out information on COVID-19 testing centers, emotional health resources, financial assistance especially for small businesses, and receive alerts in your county.

7.CA Low-Cost Auto Insurance Program: The California Low Cost Auto Insurance (CLCA) Program is a state-sponsored legislative program (SB 570), administered by CDI and the California Automobile Assigned Risk Plan (CAARP). CLCA provides affordable liability insurance to low-to-moderate-income California drivers regardless of immigration status. As more and more families struggle to pay their bills during this difficult time, he CLCA program offers them the opportunity to purchase insurance at an affordable price.
8. CA COVID-19 Rent Relief: The CA COVID-19 Rent Relief program provides financial assistance for rent and utilities to income-eligible California renters and their landlords who have been impacted by COVID-19. Both renters and landlords can apply for assistance. Depending on the address of your rental property, you may be eligible for a local program.
