Expanded Learning Opportunities Program (ELO-P)

ELO-P General Information

The California Expanded Learning Opportunities Program (ELO-P) provides funding for before school, after school, summer and intersession learning programs for eligible students in transitional kindergarten through 6th grade. 

At each FUSD elementary and middle school campus, before and/or after school programming is available through designated community partners. 

During intersessions (Thanksgiving, Winter and Spring Breaks) full-day programming is available for eligible students.

Eligible students may also attend full-day summer camp and enrichment programs during Summer Break.

ELO-P eligibility is valid for one school year only. Parents/guardians must submit a new application each year to continue participation in the FUSD ELO-P.

ELO-P Enrollment Timeline

The ELO-P Before/After School Program and the ELO-P Summer Program are separate
programs and separate applications are required. Both programs require a new application each year. Families should submit the application annually as below schedule:

Before/After School Program:        Mid-May throughout the school year

Summer Program:                             March-June

 

Eligibility Categories

Eligible students must be an existing FUSD elementary or middle school student in grades TK-6. Students identified as eligible in at least one of the following designations:

  • Free or Reduced Meal Program eligibility – Free or Reduced Meal Program eligibility is based on the Total Household Income collected from parents/guardians during yearly student registration. Free or Reduced Meal Program eligibility is based on income eligibility guidelines established by the US Department of Agriculture (outline of income eligibility guidelines).
  • Migrant Education Program – The CA Department of Education Migrant Education Program identifies a designated migrant student who has moved across state or school district lines with a migrant parent or guardian to obtain temporary or seasonal employment in an agricultural, fishing or food processing activity within the past three years.
  • Foster Youth - Students identified for this program are eligible.
  • McKinney-Vento Program - Students identified for this program are eligible.

ELO-P Cost Support Guidelines

ELO-P covers 100% of the program costs for eligible students.

ELO-P English Learner (EL) Program

Students identified as EL based through the English Language Proficiency Assessments for California (ELPAC), but who do not qualify under ELO-P eligibility category may enroll in Special EL after school class offered by individual schools at no cost.  Additional program details will be announced by each school.

ELO-P 2026-27 Before & After School Program (Current Year)

The enrollment window remains open throughout the academic year and will be closed on May 15, 2027. Families are encouraged to submit the ELO-P 2026-27 Before & After School application at their earliest convenience.  Please patent to wait for the response in late July 2027.  Due to overwhelming workload

ELO-P 2026 Summer Camps and Summer Enrichment Program

Enrollment for the ELO-P 2026 Summer Program is open from March 23, 2026 to June 15, 2026. Please visit our ELO-P 2026 Summer Program Webpage to review program information and submit an application. All new or existing ELO-P students should submit an application.

ELO-P 2027-28 Before & After School Program (Next School Year)

Details and information regarding enrollment for the ELO-P 2027-28 Before & After School will be available in May 2027.

All FUSD elementary and middle school campuses have a designated ELO-P community partner program for before and/or after school services. The updated community partners list for elementary schools will be published on  July 1, 2026.
