The Facilities & Construction Department at Fremont Unified School District (FUSD) leads the planning, development, management, and oversight of all district building projects and facility improvements. Our mission is to ensure that FUSD schools provide safe, modern, and functional environments that support the educational goals of the district.
What We Do:
- Project Planning & Design - Develop and maintain the district’s Long‑Range Facilities Plan (LRFP), which outlines priority projects, district needs, and guiding principles for facility improvements.
- Bond Program Management - Oversee and administer voter‑approved general obligation bond measures (Measure E and Measure M), ensuring effective implementation from planning through construction.
- Construction Oversight & Quality Control - Manage the construction process, supervise contractors, ensure compliance with codes and standards, and monitor budgets and timelines.
- Contractor Prequalification & Relations - Maintain the list of approved contractors, manage prequalification processes, and facilitate compliance and appeals.
- Community Engagement - Work with the Facilities Advisory Committee (FAC) to integrate feedback from staff, students, and the community into facility planning and project priorities.
- Public Oversight - Ensure transparency and accountability through regular reporting to the Board of Education, the Citizens’ Bond Oversight Committee (CBOC), and the community.
- Maintenance Coordination -Collaborate with Maintenance, Operations & Grounds to support ongoing facility repair, upkeep, and improvements.
FUSD’s Bond Program
Fremont Unified School District (FUSD) has a long tradition of community support for safe and modern schools. Beginning with the 2002 Health and Safety Bond, which addressed essential infrastructure and safety needs, each voter-approved measure has built on that foundation to improve learning environments across the District.
In 2014, voters approved Measure E, a $650 million bond backed by 61.8% of voters, funding major classroom modernizations, new facilities, and upgrades across every attendance area.
A decade later, Fremont voters reaffirmed their commitment by passing Measure M in November 2024, authorizing $919 million to continue this work—updating aging facilities, expanding capacity, and supporting technology and infrastructure improvements.
Led by FUSD’s Facilities & Construction Department, the Bond Program ensures that every project is delivered with transparency, accountability, and a focus on creating safe, functional, and future-ready schools for all students.
